[wp-hackers] New Codex page on WordPress Optimization

I think among most software engineers and developers... at least the circles
I'm in... the meaning of "Optimization" is as the page describes it... and
not SEO.

(And this being a mailing list for software engineers and developers... that
name seems entirely appropriate.)
