There isn't a management interface nor is one planned. It might be
left to plugin territory. For now we'll wait and see how many people
want one after 2.3 goes out.

As mentioned, tag cloud is there and tags are now included in the feeds.

It is intentional. Term names and slugs are shared between taxonomies.

I don't think any plugins have been ported over yet.
