[wp-hackers] PROPOSAL: Use sunmanagers etiquette to help reduce list S/N ratio

If this was strictly a "support mailing list", then yes, those rules would
be good, but that's not really all wp-hackers is. Limiting discussion would
be a bad thing for WordPress... Also, what if the answer the answerer sends
to the poster is wrong, how's someone going to correct them with just a
loose summery to work off of.
