This makes the most logical sense, since they have commit access. No, 
I'm not making fun of you. Although, thank god we don't have to depend 
upon Matt to get patches committed. Ryan and Westi (I suppose Peter?) do 
a really good job, if the issue is important enough.

Yeah, I think it is on the about page on wordpress.org. I'm not going to 
look for it, but you should be able to find it.

I usually annoy them by getting on the IRC channel. You can do the same, 
if you want to get direct feedback. I usually don't do that any more 
since I find they usually aren't on when I get home and I can't discuss 
things during work hours. I have to program while I'm at work and they 
frown upon not coding and chatting on IRC.

However, if you want to know whether something is a good idea or not, 
then WP-Hackers is a great place to know how many people hate the idea. 
That way you'll know how many you'll piss off when you ignore them and 
submit the patch anyway (I wouldn't expect to get it through).

Also, where did you do the write up on the process? Can  you give the link?
