Not a single person has talked about doing this just now.  It's my turn to rant about people not paying attention.   :^)

You're thinking of it as a religious issue, and that's a non-starter.

For one large commercial product line, my engineering team estimated that supporting old versions of a runtime cost 15-25% of the features we wanted to do -- both because the old runtime couldn't easily support the more-interesting features, and because supporting multiple runtimes is always more expensive resource-wise than supporting one -- and (of course) doubled QA costs.

Granted, WordPress isn't commercial, and I doubt that PHP4 gets anything but cursory testing.  But anyone that thinks that continued support for PHP4 has no cost is just deluding themselves.
