I believe he's saying that at this point, the benefits don't outweigh  
the bugs.

Forcing users, at this point in time, to use PHP5 for a Wordpress  
install would alienate a large portion of our user group, and provide  
only nominal new features and gains, while it also brings with it a  
host of bugs. Yes, there are bugs, etc. that have been worked around  
in PHP4, but that's exactly the point: they've already been worked  
around. If we moved to PHP 5 now, we'd lose users and have a whole  
new host of bugs to work around, while gaining minor convenience.
