I agree.  There should be a separation between themes and widgets,
both functionally (different access levels) and visually (another menu
item).

I'm using WordPress for web applications.  In most cases, clients
don't want or need to work with themes.  These come fixed.  But
widgets on the other hand, give them this nice control over how their
web site appears to be, without any possibility to actually break it
(in any case it won't be their fault, like with a theme).

So, count me as a +1 for this. :)
