I think that difference between two areas would be just between  
configuration options and daily-tweakable options, which would be  
like a hint to plugins end-user on how to approach those options  
("set-and-forget" plugins vs. "tweak-as-much-as-you-can" plugins).

Many plugin I wrote or I use would definitively use this set-and- 
forget mechanic. I think this is a good way..

For example, plugins like UTW or Search-All have a second link for  
editing alongside 'activate' in plugins page. this would be the right  
standard place to make those install-options accessible, I guess...
