wp-svn use SVN::Notify (from the headers).

It looks like that some extra parameters would need adding to the call
for it to make the ticket nos a link.

- --ticket-map REGEX=URL    Regex and URL for custom ticket identifiers.
- -U --revision-url URL        Include links to specified Revision URL.
