[wp-hackers] Updating Codex to newer MediaWiki version

The Codex can be upgraded to MediaWiki version 1.6.10, which is the last
version with support for PHP4.

However, I'd urge Matt (or whoever) to upgrade to PHP5 since 4 is going EOL.
