That sentence was ambiguous and I have tried to improve it.

Basically, the WP_Cache class builds an in memory cache of data
retrieved from the database during a single page load - this always happens.

The define that you can enable/disable extra functionality with
basically enables the storing of the cached data in files so that the
information is available to multiple page loads.
