Trunk would be fine, I suppose.  Putting it in a branch would allow 
parallel work on the theme without breaking the working theme in trunk 
for people who are working on other issues and don't want to worry about 
their themes going haywire.  Then when the theme changes are finalized, 
it can be merged back into trunk.

Make Subversion do the heavy lifting.
