I see two benefits to making it a plugin:

1) The TinyMCE plugin could more closely follow TinyMCE development,
so those who want the newest version wouldn't have to wait both for
someone to include updates in WP and for the release of the next WP
version: they'd just upload the newest version of the plugin.

2) It seems more in line with WordPress's philosophy of keeping core
code simple and web standards-compliant; TinyMCE is neither.
