I am slowly familiarizing myself with the 2.1 code with a view to
adapting it to my needs.

I would be grateful to know whether there a particular reason why
WordPress does not use php sessions to kept track of the information
about logged in admins and users that it retrieves and calculates each
time the user requests a page? 

Is there something about the code in the admin section that would be
inimical to the use of sessions in added custom admin pages to keep
track of additional information that is used in storing and retrieving
information from another database on the same server?
