[wp-hackers] one user database for multiple blogs

Here's a buddy of mine's experiences using one user database for two 
blogs.

She said she couldn't find any documentation on the Right Way of using 
CUSTOM_USER_TABLE and CUSTOM_USER_META_TABLE. Setting these two constants 
didn't complete the task.

BUT this was post-install-time for both blogs. I suspected maybe if they 
were set at install time, it would have worked automagically... or has 
something broken in a recent release?
