So, I'm guessing this means that a plugin without this version file would be
an invalid plugin. This would probably require the plugin author to have a
txt file on his or her site that just has a number, if the number is not
equal to the number of the plugin, then you just have to notify the user
that 1 or more of his plugins are out of date.
