I've found that it's best to just go ahead and provide three formats: 
phps, plain text, and a zip file. The phps is great for online viewing. 
The text file is good for most power users, who will just "Save as..." 
from their browser. And the zip is useful for people who feel more 
comfortable with a more "standard" download procedure.
