I couldn't agree more.
You can ban a user while the issue is being escalated.
It's better than having 6 pages of scrollback filled to the brim with
expletives and other childish nonsense.

No: Channel ops are not the food chain, but they keep the junk down.
Yes: They should exist for matters that can be helped or at least
temporarily prevented.
If the issue cannot feasibly be stopped (mass clone attack), then lilo
& co. will already be on top of it.  The more meager targeted attacks
however, are different.
