I think I've walked into the wrong room, but regardless:

Some  search engines have begun penalising sites for  having
these infamous inbound links. It is tricky, however, because
so-called  Web  2.0  involves a lot of  uninvited  SPAM  and
people   can   penalise  their  rivals  by   linking   while
deliberately violating guidelines for Webmasters. If you are
concerned  about spammy sites, file a complaint and it  will
be investigated (here's an option for reporting to all major
SE's in parallel: http://www.schestowitz.com/report-spam/ ).
