OK, that makes sense.  I just tested a single column UNIQUE KEY with 
this syntax and dbDelta works 100%, but with a multi-column UNIQUE KEY, 
dbDelta does attempt to recreate the index every time even with the 
exact phpMyAdmin syntax.
