[wp-hackers] seperate writable directory

Creating such a directory would suggest that users need to make it writable 
for wordpress to work, which is not the case. You shouldn't need to make 
wp-content have the same permissions as the subdirectories unless you have 
some obscure permissions system (highly unlikely). You should check into 
UNIX permissions a bit more.
