I'm not proposing enforcing a standard, I would simply want to have 
standards that I can point to and say, "My plugin doesn't work because 
your theme doesn't abide by these standards."

I don't really care how lousy the theme PHP/HTML/CSS is as long as I 
don't have to debug it to make my plugins work.
