[theme-reviewers] Use of author bio box

Hi

Recently I am reviewing a theme, the developer  has used the author bio in
single view of each post.

My point is , is it comes under plugin territory, even if the user creates
that box through WordPress core functions calls like get_the_author_meta
etc etc
