[theme-reviewers] Why can't theme authors have a second version of a theme?

*@Otto @Emil and other admins* - I wanted to preface the larger reply I
have with this one.

We have not chosen to release "II" separately for our own benefit, in fact
it makes things difficult for us from a development/maintenance perspective.

We had a difficult discussion about this and ONLY came to this conclusion
*because* of what's best for the end-user.

Considering that's still the most important goal here, please read my
following reply in full for consideration.
