Both the accounts should be suspended with all the associated themes.
Queue orders must be respected in EVERY condition. No excuses should be considered.
If someone tries to pick some theme from the middle then that should not be allowed -- just a suggestion ! :)

This is not allowed and we don't have any sympathies toward such behavior. 

 

We handle the situation very smoothly. Reviewer will loose his privileges, theme will be closed and if marked live also suspended.
