[theme-reviewers] Self reviews

Today we received multiple reports where author creates a different
account, gains full reviewer privileges and approve his/her own theme.

This is not allowed and we don't have any sympathies toward such behavior.

We handle the situation very smoothly. Reviewer will loose his privileges,
theme will be closed and if marked live also suspended.
