[theme-reviewers] Guidelines conflict

It is *required *to use core features *when *implementing features like
custom background and header but it is only *recommended* to add features
like custom background and header.(My words)

"Theme is *recommended* to incorporate the following WordPress core
features, but is *not required* to do so. However, if incorporated,
features must support the core WordPress implementation:" (The guideline)
