[theme-reviewers] Sane defaults

Hello!

I have a question about using sane defaults in themes. Chip mentions in his
tutorial
<http://make.wordpress.org/themes/2014/07/09/using-sane-defaults-in-themes/>,
that there was a change in Theme Review Guidelines, but I can't find
anything about sane defaults there. Could someone point me to that page?
