Reviewing a WordPress theme also needs clarity of PHP concepts because WordPress is also built on top of PHP only.
But you can check the theme review guidelines and if you think you have sufficient knowledge of PHP to review WordPress themes, you can jump in ! :)

Hi everyone. I am a Wordpress fanatic and want to become more involved with the community. I'm so grateful for this software; my friends all think I'm a coding genius because of Wordpress! (LOL) So I want to give back. I'm about to install the test theme data and set up a testing environment.

My question is this: I don't know a lot of PHP. I am learning, but right now all I do, really, is copy and paste, change a few strings, etc. Does one need a strong knowledge of PHP to review themes?
