[theme-reviewers] Updating accessibility-ready theme guidelines

I don't have that access. I can update the version on make/accessibility,
but nothing on themes.

My understanding was that we wanted the review guidelines to stay packaged,
rather than sending people of you external documents.

I do intend to make one final pass through the doc before posting it;
turning examples into theme code.
