Using a "common" code base and core functionality should make the process
faster in general but to create favoritism for them could also lead to more
"cookie-cutter" submissions. I would much prefer to give that favoritism to
those authors pushing the envelope and thinking outside the box with their
code.

Sure, use those code bases for inspiration and ideas but I would think it
is much more beneficial to the community and the WordPress project as a
whole to reach beyond them ... at least as far as the themes being
submitted to the repository goes. The repository is to be a showcase of
WordPress, not a new Zen Garden.
