[theme-reviewers] Tackling long review times

I don't like the proposal.  While I'm all for getting more reviewers, I'd
never back a plan that required theme authors to also review themes.  Some
people simply want to release free themes to the community and nothing
more.  We don't need any more barriers to entry than we already have.  This
is the sort of thing that might make a gifted developer just say "screw it"
and go build his own theme repository to compete with ours.  Or, for some
theme authors to simply not release awesome themes here because they don't
have the time to contribute to reviews.
