[theme-reviewers] recomended vs required

Thank you Tammie,
I understand that the recommendation by the theme reviewer is for the best.
I do understand that personal/professional knowledge vs theme guidelines
can sometimes in a blurry line.
once i got a reviewer said:
It's required for all functions in functions.php to have function_exist
(which is not even in guidelines)
I wish to theme reviewer to better understand the guidelines.
so they can better inform to theme author about their theme,
which are "recommended" which are "required" and maybe their personal
"opinion" and/or "suggestion" to make the theme better.
Of course, the theme authors can receive their suggestion in better
