Umm. No, they're not. Under no interpretation of the current rules do I see
this as being allowed.

Simply not actively policing theme names doesn't mean allowing
free-range-do-anything-you-want-fun-times.

If somebody is submitting a theme with a name that will cause confusion,
then it will be denied and removed and suspended, as per usual.

If there is an "X Lite" theme, then "X" should correctly be denied.

Any other interpretation is stupid and wrong. More to the point, it leads
directly to crap like this:

This is exactly what we DO NOT want to happen. If theme authors start
trying to "protect" names by creating fake entries in our system, then I
will be forced to shut the damn thing down and do a mass cleanup and purge.

Come up with a better solution.
