[theme-reviewers] Question about admin/feature pointers

Would this be considered an admin/feature pointer:

I am reviewing my first theme, and as soon as I installed and activated it,
I get a notice box saying that the theme recommends a certain plugin and
framework. Is this okay or would it be considered a feature pointer?
