[theme-reviewers] No Widget areas and sidebar

@emiluzelac, Theme check shows "RECOMMENDED: This theme contains no
sidebars/widget areas. See Widgets API
<http://codex.wordpress.org/Widgets_API>", in debug mode there isn't any
NOTICE visible.

And if there isn't any widget area, how will a user implement a plugin
which have widgets?
