[theme-reviewers] New Theme Review

[Catch Themes]

Sorry Emil, I think you misunderstand it. I was not whining and was just
sharing one of the way to improve the Theme Review and Queue and this is
nothing related to market the theme.

Just was thinking how we can bring in passive reviewer to live back. Right
now only few are active. Let me know if you have any other ideas to
bringing back Theme Reviewers to active mode. Let's work together to make
it better.
