[theme-reviewers] Theme submit page doesn't work

Well, design is extremely simple. Probably it won't be accepted because of
that, but it should be legit and functional at least :)

I'm getting:

"Uninitialized string offset: 223
in/wp-content/plugins/theme-check/checks/i18n.php on line 27" (x infinite)."

so I guess I'll need to fix that before coming here again.
