[theme-reviewers] License: None (Public Domain)

Isn't no license and public domain non-GPL compatible because I can
incorporate it into a non-free work? I could be wrong, but the reason CC0
exists, and is GPL-compatible, is that it prevents someone from reusing
something in a non public domain work.
