[theme-reviewers] Question Regarding GPL and ThemeForest

Hello Team Members,

This is a general question nothing relating to theme review but to
understand the power of GPL.

My question is can i purchase the theme from themeforest review the code
and use the code in my own theme and resell it with completely new design
of the theme?

I am a newbie in theme development so your suggestion maters to me.
