[theme-reviewers] Mixing GPLv2 and GPLv3 packages

Hi,

I'm currently reviewing a theme which is being released as GPLv3 as it  
uses  Bootstrap. However they have also included other items, such as  
an options framework which is GPLv2 licensed. Shall I ask the author  
to make changes where necessary to ensure the whole theme is only  
including GPLv2 or GPLv3 items?
