[theme-reviewers] Can someone copy and upload existing theme in WPORG

Hi,

Gone through something interesting today

WOW somebody is trying to copy my theme as it is(may be he/she just testing
the Theme Review System lol..). As far as I know anyone can create and
upload child themes of any existing theme. Is there some specific guideline
regarding this type of act. Please let me know.
