[theme-reviewers] Question about upselling on theme options

I would say that, if every single Theme option is disabled, and the Theme
options page serves no purpose other than to upsell, then the options page
needs to be removed. Also, as Emil noted in-ticket: core features cannot be
locked behind the upsell commercial paywall.
