[theme-reviewers] Rules on a readme.html file

Hi,

I'm currently reviewing a theme and the author wishes to include a
readme.html file which includes graphics to explain theme instructions as
well as a readme.txt file. Is this permitted?

Also, am I right assuming that rather than linking to an updated version of
the theme on an external server, the author should resubmit the theme to
have the ticket automatically updated with it's changes?
