[theme-reviewers] Approved Theme awaiting ADMIN approval

There are 50 tickets waiting for go-live. Why not automating the go-live
process? I believe this is the process before (for theme update at least).
Admins can always take actions after go-live if there is issue:
- Suspend a theme if it is a serious issue.
- Make a note for author taking action within 2 weeks
