[theme-reviewers] Review closed without allowing updates

Hi admins,

Is there any way a ticket can be reopened if the reviewer doesn't provide
an opportunity to fix any issues and resubmit. Also, could an admin review
my statements in this thread:
https://themes.trac.wordpress.org/ticket/18943 .  I was not able to add a
cc. Was this because the ticket was closed?
