[theme-reviewers] Moving the Focus to the theme authors, not the reviewers

With this I mean that there should be a bigger incentive for theme authors to submit higher quality, completed themes. This would drastically reduce ques.

How? I'm sure we could come up with alot of ideas..., add a "captcha" style question to the submit form where the author must prove that they know what their theme slug is or w/e. Something more than a line of text encouraging authors to read the guidelines.
