[theme-reviewers] Payment Option for Theme Reviews

It's simple. There aren't enough volunteers and of those that do volunteer
most of us have little to no time to help and/or mixed skills in being able
to help.

There is only two options:

1. Bring back an incentive program.

2. Pay the admins for their time so that it's possible for them to spend
the time needed managing things and training new reviewers and so on.

The way things are done now, the way they've always been done really never
worked very well.
