[theme-reviewers] Theme Review Question- Requiring Plugin Activation for Theme Usage(Kenya)

Hello currently reviewing a theme which requires plugin activation prior to
use. Meaning on theme activation if I visit the page, a message is
displayed requiring plugin installation and activation prior to being used.
What are the guidelines regarding this configuration?

Note: Plugin is a wordpress.org approved plugin.
