[theme-reviewers] Correct Handling of Theme Developer

Hi,

I just wanted to seek clarification on how I've responded to a theme
developer, and to make sure I'm not out of order with what I've said. The
ticket in question is

I understand the developers eagerness to get the theme approved, but
emailing me direct over the weekend twice to see if I would complete the
review, I was a bit uncomfortable with.
